20% of the Presidential Youth Personnel Reserve Are NU Graduates

Ten graduates of Nazarbayev University have been selected for the 2025 Presidential Youth Personnel Reserve.

They may be appointed to political, administrative, and leadership positions over the next three years.

Every two years, the Agency of the Republic of Kazakhstan for Civil Service Affairs accepts applications from young, talented, and ambitious Kazakh citizens, conducts a six-stage competition, and selects the most deserving candidates for inclusion in the country’s most prestigious personnel reserve. This year, 50 people were selected out of nearly 32,000 applicants. One in five of them are graduates of NU, Kazakhstan’s leading university and a top institution in Central Asia and the Caucasus, according to the Times Higher Education World University Rankings 2026.

A key innovation in the selection of reserve members in 2025 was the formation of the reserve according to sectoral directions most in demand by the state apparatus. Of the six sectors, NU graduates were selected in five:

Economic and Financial Policy — Rauan Kankin, Alua Makhmetova, and Nurzhan Sultanbek

Digitalization — Zhansaya Daurenova, Akzhan Zhanseitova, and Madina Umurzakova

Infrastructure Development, Industry, and Trade Policy — Aikozha Absadykov and Daniyar Ashimov

Foreign Policy and Investment — Daniyal Omarov

Agro-Industrial Complex and Environmental Protection — Aigul Musrepova

The Presidential Youth Personnel Reserve (PYPR) was initiated by the Government of Kazakhstan to create a team of next-generation managers across various fields who are unafraid to take responsibility and make unconventional and effective decisions. The reserve has been in operation since 2019, and during this time, 450 people have been selected. Currently, 321 reserve members (80.7%) from the first three cohorts are employed in government bodies and organizations.
