Key and functional tasks of the department

Formation of the annual (mid-term) budget of the University.

Control and analysis of actual execution of the budget.

Formation of financing in the educational field and other services;

Accounting and analysis of the costs of services (works, goods).


Key and functional tasks of the position

Participation in the formation of the University’s Annual Budget and three-year budget requests through the budgeting of the Central Office, coordination of the work of structural units on supervised issues;

Regular monitoring of the execution of the budget of the Central Office, through the approval of procurement documents, draft contracts, decisions and orders on business trips and hospitality, the formation of operational reports in 1C, as well as factor analysis of deviations in interaction with structural units;

Participation in the analysis and monitoring of the state and results of the Central Office of the University;

To monitor the rational and economical use of the material, labor and financial resources of the Central Office of the University in order to identify on-farm reserves, reduce the cost of work, services and products, prevent losses and non-production costs;

Providing practical assistance to employees of the University’s departments on economic analysis;

Conducting correspondence in the range of their duties;

Submission of the Department’s documents to the University archives;

Participation in the processes of identification, assessment, management, monitoring of risks and the formation of appropriate reporting within the scope of the supervised direction;

Maintenance of the workflow of the Department;

Timely and high-quality execution of other orders of the Head of the Department and the University management in the framework of their duties and authorities.



 higher economic or financial education, preferably in higher education with teaching in English


 Desired professional experience (duration, sphere, and other)

With a bachelor’s degree of at least 1 year in the financial and economic sphere or with an education in a higher education institution with English language training, work experience is not required.


Professional knowledge and personal qualities

Ability to work with programs Word, Excel, Power Point, Internet Explorer, Outlook Express;

Analytical abilities (make a prediction based on available data), communication skills; ability to work in a team (to maintain the priority of the interests of the organization over the interests of the structural unit), developed leadership qualities; stress resistance.


Computer skills (programs, computer literacy):

High level of PC ownership, experience with databases, as well as in the 1C system is mandatory.

(Ability to work with Microsoft Office programs (Excel, Word, PowerPoint)


Proficiency in languages, including state language, (list of  languages)

Excellent oral and written skills of Kazakh / Russian are required. Knowledge of English is desirable.
